When lactose levels are low or negligible, there is no need of lactose degrading enzymes. Hence lactose operon needs to be off so that enzymes are not synthesized. This is done by lac repressor protein by binding to operator region. This binding masks a part of promoter region and thus blocks the activity of RNA polymerase.
