To move a bone, atleast two sets of muscles are needed. When a bone is moved, one set of muscles contracts, and the other stretches, to move the bone. For example- to move the arm bone,  two sets of muscles- biceps and triceps are needed. To move the arm up, the biceps contract and the triceps stretch. In the same way when we move our arm down, the biceps stretch and the triceps contract.
