Seed dormancy is the stage in which the seed undergo resting phase. The embryo of the seed stop the growth and it comes to a dormant stage. The seed dormancy is due to the action of hormone abscisic acid. Whereas quiescence is the condition of the seed in which the normal seed which are capable of germination will not be able to germinate because of the unavailability of favourable conditions.

Quiescence is the suspension of growth due to exogenous factors such as unfavourable environmental conditions. It is also known as Imposed Dormancy.
